Almost constant monitor flickering

Monitor: Gateway FPD1520 (LCD)
Video Card: GeForce 2 MX 100/200
P4 1.6Gz, 256ram

Out of no where this system monitor started flickering. I installed the newest Nvidia drivers, and that didn't help. The rez is 1024x768, and the refresh rate is set to 75 right now. It's weird though, at a 75 refresh rate, the monitor will not flicker when looking at just the desktop, but if you have a program on-top of the desktop (not minimized), it will flicker again. It flickers even when just looking at the desktop on the other refresh rate options (60, 70, 72). I did some searches before posting, and other people have had this problem with Dell machines, but I found no solutions. Some people changed video cards and it didn't help, and since it doesn't flicker all the time, I assume it's not the video card, but I am lost beyond that. Any ideas, or has anyone experienced anything like this?

Refresh rates don't really apply for LCD's.

Maybe it is one of the backlights flickering?

How would I check the backlights? Are they easily replaceable by a home user?

Just wondering...have you tried to change your video cable?

No, but I think the cord comes right out of the back of the monitor, i'll have to double check. It's my friends LCD, so it's not right in front of me, but i'll try everything next time i'm there.
