Under the advice of ATOT, I finally downloaded spybot and scanned my PC throughly! After 4 hours of operation (boy! this software runs SLOW) finally it shows 20 spys and adwares as result...I thought "great! now I just have to clean it" so happily I clicked "clean" and guess what? MS Photo editor pops up with a message reads "Photo editor cannot find or open blah blah blah"......WTF!! Now tell me what to do!

It just popped up with a message? I'd run the fixes then reboot. Ignore any wierd popups and deal with the fallout later. 4 hours is an inordinant time for that to run unless your system is very, very slow. I ran an it on an infected machine last week and it took an hour. It also found like 267 incidences that were removed. Don't forget to run it again after boot and "immunize" which will prevent the stuff from coming back.

What are you running, a 486SX? Should have just done a normal Spybot scan. It probably deleted a bad DLL or something. More accurate detailed information would be helpful. "cannot find blah blah blah" doesn't tell us jack squat.

SpyBot has a recover feature. See if you can track down the offending file there. If not, restore them one by one until paint works again. When you find the file, search google for specific removal instructions.
