Allowing installation of only one executable

Hello,
First of all we are in a Server 2003 environment with individuals setup as standard users running a mix of Vista and XP.

Obviously users are unable to install applications on their own but they are going to need to run a workstation setup exe file every couple of days for a particular application that they are using. The executable runs of the server and the users have full read/write access on that folder. I've tried running the workstation setup as the user but it continues to fail I believe because the user doesn't have install rights.

Is there any way that you can allow a user to only install only one application without granting them the ability to remove and install other applications. I've tried granting them full read right access on the particular registry entries for the application as well as granting them full read/right access to the application's folder. Any suggestions?
