Allowing 'Domain User' group to modify Power Options in the Control Panel

Issue: Users can't adjust Power Options while logged onto the domain. If you try to change standby time, etc., it gives you an 'Access Denied - Power Policy cannot be set' or something to that nature.

What domain policy rights must they have to modify their own power settings? I haven't had much luck on the MS KB
