I don't know for sure, but going by the date of the game, I would say it was just text. I doubt synthesized voice or whatever wasn't technologically great at that time in video games. Someone correct me if I'm wrong.
Wrong. First arcade game with synthesized voice was 1980's Berzerk by Stern Manufacturing. Even as early as 1982 we had voice synth for home consoles: Spike for the Vectrex game system.

To answer the question, though. No. Zero Wing was did not have speech synth despite being a fairly new game. It was made in 1989 and we had games like Golden Axe and TMNT and the Simpsons and many more with speech at that time.

Yeah. I remember when that Shuttle took off with the "All Your Base" on the side. Ranks up there with the sattelite rocket with the Pizza Hut logo on it for most memorable moments.
