All speeds are WAY down, what's the cause?

So when I first built my rig and hooked it up to my Belkin router, everything was in top shape. I could DL at 200kb/s speeds and such but now, many months later, the speeds are extremely groggy. I've regularly maintained my spyware tools yet this mysterious slowdown still remains. Any clues?

Download speed is about 50kb/s now, I've tried a variety of servers etc..but it's just this slow.
 
Did this happen gradually? Are you on cable? You may be sharing your segment with an increasing number of users.
 
I ran the test noted and I noticed this

bandwidth * delay product (Note this is not a speed test):

Your RcvWindow limits you to: 2569.6 kbps (321.2 KBytes/s) @ 200ms
Your RcvWindow limits you to: 1027.84 kbps (128.48 KBytes/s) @ 500ms

Seems a bit low, doesn't it? Is this a hint of a bigger problem?
 
I am on cable yes, but it was rather instantaneous, one day, as I was downloading a media file, the speed just capped at 50kb/s, when the day before it was around 150-200kb/s
 
some cable companies will limit your connection if you are a high user.
some have docsis compliant monitoring, which will do it automatically based on criteria.

call your cable company and bitch
