All of my devices are sharing one interupt

I have a dual boot system with win98se and win2k. In win2k all of my devices are sharing interupt 11. When I use win98 most of the devices are on different interupts. When I boot up the bios shows my devices on different interupts.

I have an ABit BF6.

How can I fix this? In control panel the option to change the interupt is grayed out.
