It pretty much means that you have to go ahead and let Microsoft spy on you.
Microsoft lies outright when they say they aren't trying to collect identifiable information on their users in Vista. They just outright said that they KEEP the data sent by the WGA until the key can be verified. So, Microsoft is using IDENTIFIABLE information to target users they feel aren't using authentic Microsoft software.

You seem to have a misunderstanding of what PII is. There is nothing personally identifiable in the information collected:
