All IP35-E Users. I need help

I purchased a Ip35-E from a member here. Well I have been trying to get it to post. Actually I have gotten it to post 3 times. Here is what I have done so far deep cleaned the cmos. 1 stick of ram,VC and 1 hd that I have below in my sig. still no post. cleared cmos alot. changed ram slots from 1-4 tried both sticks of ram one at a time. Could it be the ram timings? it seems the bd. defaults at 1.8 volts for the ram could this be a prob.?
