I assume you're using composite video and not s-video?
All modern TV out video cards want to see a 50-ohm load at the TV in order to detect it. The problem is that some TVs do not present a 50-ohm load and so the TV card doesn't automatically detect the TV. NVidia and ATI drivers have a "Force TV detection" option somewhere in the advanced display settings which gets around this".
If this is for a Media Center PC and the TV will be the only display connected then you'll need to add a 50-ohm dummy load resistor to fool the video card into seeing a 50 ohm load when the TV is connected (I had to do that to get my Media PC to work with my TV - I wanted to be able to access the BIOS menu with the TV).
You can make an RCA to RCA patch cord with a 50-ohm 1/8 or 1/4 watt resistor wired across the hot and the shield. All parts available at Radio Shack (except that they don't have a 50 ohm resistor but they have a 47 ohm resistor that works just as well).
