Can you watch TV on your computer with this in addition to being able to record? How much does recording TV bog down the CPU?

Yes, you can watch TV. You can even get VCR plus listings and see whats on and cool stuff like that. Recording doesn't bog down the CPU much at all, the AIW takes care of it.

Very easy. I've shown people that barely know how to turn the damn thing on and they are now making their own dvds.

how big of a step down would the 9600XT be from a 256mb 9800 pro?

FOR TV RECORDING NONE. even the rage128 all in wonders work well when paired with a 800mhz+ cpu, for gaming big diff. but the 9600xt should play any game well.
