So to summarize:
1. 1920x1080 60Hz progressive works as expected at the desktop and when playing borderless window mode
2. Fullscreen gaming reverts to 1920x1080 24Hz progressive
One other question - does fullscreen video (not borderless window) result in the same issue? If you have XBMC/Kodi, this is easy to test.
Something in the NVIDIA Control Panel is likely forcing fullscreen activities into RGB/YCbCr Limited (16-235) 8-bit 4:2:0 mode, which is standard video signal formatting and is recognized by the TV's EDID as 24p mode, thus forcing the switch. I ran into this problem years ago with Crysis 1 specifically. IIRC, my solution was to change the NVCP to 1920x1080 60Hz RGB Full (0-255) 12bpp color and it's never been an issue since. I know that I recommended this earlier, but it's all I've got.
Are you getting a perfect 1:1 pixel match when using the desktop mode at 60Hz? It's also possible that when you switch to fullscreen, the system is trying to send 1080i and is being converted to 24p by the display...
