All games are choppy

Everygame i have is running choppy. Can someone help me out, never has run like this, i installed the driver from a couple months ago. I have a BFG TEch 6800 GT.
 
I haven't touched a thing, i have changed any settings, i was trying to play NFSU2 and never have had any problems before. I tried playing Nascar Sim when it came out and it was choppy too, i tried to lower the settings and still being choppy. I ran Doom 3 on highest settings and it worked fine. I haven't played any games for a while and now this
 
I just installed the latest ones just now and restarted and still f'n choppy, i'm so freakin man about it right now.
 
For some reason whenever it went choppy i went to the task manager and the CPU was peaking at 100% and something was making it do that.
