And able to run Async on CPU/Memory setting.

Which one? which one?
 
I think most of the mainstream boards Asus / DFI / MSI / Abit can do that...
For mine (Asus A8N SLI Deluxe) I guarantee it 😀

They should all be able to do it. Before you buy a board, read the reviews and look for the information. nForce3 boards all had PCI/AGP locks, Via had it later.

Each board locks differently, some lock automatically others had to be set to "67mhz" to lock.

As for Async CPU/memory, every 939 board is capable of this. The memory controller is located on the CPU die. Only the E-stepping (and later) A64 cores have dividers allowing for memory speeds above the FSB (this must be supported by the bios to work).

The reason I ask is that I bought a Gigabyte Uli mobo.
Although, it was easy to setup and running pretty fast.
but the damn thing's bios does NOT have PCI/AGP/IDE lock feature, nor Async.

 
Try Ctrl-F1 in the bios to get the advanced options page (if available).

Gigabyte (I have a Gigabyte nForce3 board) hides the OC options to prevent "average" users from cooking their systems. If it is there, it should give you OC options and voltage controls. Check your manual for details.
