Albatron ti4200 problems? psu problem?

I'm not sure exactly what is wrong. My rig is a 1600+, epox 8k7a(newest bios), sound blaster live value, dlink nic, supramax 56k, 256mb pc2100, Albatron Geforce 4 ti4200 128mb, 30gb maxtor 5400rpm, samsung 2gb, teac floppy, que 24x10x40, 300w ttgi psu, cold cathode. I included everything to give an example of what exactly I have running in here, I think the problem may partly be the psu. I just got the Albatron today, it wasn't working right and I could get 3dmark to finish, it just kept crashing, 5sec into it at default 133mhz fsb and on the high detail max payne at 127fsb(anything inbetween only got to 5sec). I am using the det 3087(from windows update, they were working fine for my old Geforce 3 ti200 128mb). I did a clean install of Win XP when 3dmark continually failed, now at 133fsb it crashed 20sec into it, but successfully runs through at 127fsb(I didn't try anything inbetween), but shows many artifacts in the nature test and flickered a lot inbetween the last few tests. With the Geforce 3 ti200 I was able to keep my fsb at 135 and run everything stable, when now I can't even finish 3dmark. Does anyone have any idea what is wrong? card or psu?

I am going to try the drivers on the cd...3030 i think. oh yeah, I scored 8350 on default settings, is that good or bad for the card?

u could always try the ti4200 in a friends computer...i dont think the ti4200 draws much more power then the ti200. what chipset is on your epox. i dont think sblive and via co-operate very well on amd platforms.

just something that might help

The epox is an AMD 761 chipset...any other ideas? Drivers on cd didn't help any. I tried underclocking the vid card while the fsb was still at 127 and it crashed(i really don't understand this one), I put it at 230/460(i don't know if that was too far of an underclock to make it unstable, did think that was possible?). AnandAustin, where are you? You always know what is wrong!

update: PSU seems to be lacking the in 5v area. MBM5 tells me that it's high is 4.88v and the low is 4.81(this is just sitting on desktop doing this). The 3.3v and 12v are higher than their specs at 12.25-high 12.19-low and 3.42-low/high. Could this be affecting anything?

After a few searches on various forums it seems that the 8K7A is particular about power supplies and has an issue with the 5 volt rail possibly caused by the power supply. Here is one such discussion.

It looks like we found something, looks like I'm stuck for a little bit. So, the antec 400w would probably be the best bet, eh? Since I have no money after I bought the vid card and teh Antec and other quality psu's cost a bit I'm probably not going to be attending this months local 100+ person LAN(this will be the first I've missed in 9 months). Anyone know any good places to get a good psu? Thanks for your help pc, and if anyone has anymore suggestions I'm willing to spend my time to figure this out. I just tried running without my cathode, cdrom and second hdd and no luck there, although it did get farther into teh benchmark(to the nature demo) it still crashed and yet again pissed me off, hehe.
