Albatron 845pev Pro & Cannon Scanner

Yesterday after a reboot my Pentium 4 Albatron 845pev Pro computer locked up in the boot process just after detection of the CPU and before Memory Size. It would not go into bios after pushing the delete key! After troubleshooting the computer, ram ok, cpu ok, mb seemed ok, I unpluged all of my usb devices and bingo it booted normally! I installed one usb device at a time untill I got to the Canon N650U scanner. If it is pluged into ANY usb port on boot it will lock up the computer at the above mentioned spot! Totaly weird, espically since it will do it while behind a powered 4 port usb 1.1 hub!!! Settings in bios are that USB 2.0 is disabled and only running USB 1.1 on motherboard. The really weird part is this though, if i have the comuter up and running I CAN plug the scanner in and it will work!!! If I leave it plugged in though on reboot the computer hangs! Any one out their have any idea why this is happening!
