Does this guy deserve the nobel peace prize?

Those that do not know what he did:

He told the people of Iraq (Shia) not to fight the U.S forces. He has the power to control the Iraqi people as he is the most powerful man in Iraq.

He also told his people not to attack Sunnis after they attacked Shia mosque, etc.
 
Who cares? The nobel peace prize has proven itself to be completely worthless in the past two decades.
