AK35GTR can't shut down automatically - only reboot

Have the Shuttle AK35GTR board with the latest BIOS installed. Clicking Shut Down in the Start Menu only results in a reboot. Even hitting the power button reboots the system (yes, the buttons are plugged in correctly).
Any ideas what gives here?

Win98se? theres an online update and/or disable fast shutdown from system config.
