AIW Video output questions

I have a couple of questions about set up for my HTPC:

It appears that my VGA output on the DVI-I dongle is not operating. I?ve plugged the VGA cord and monitor into my old computer and it still works so it?s not the cable or the monitor. There is a blurb in the manual that says:
?Your AIW X1900 provides hardware support for one DVI-I monitor or two VGA monitors using the optional DVI-I to VGA adapter. A TV can also be used to expand your desktop by using the S-Video out.?
Does that mean what it sounds like ? that I can?t connect one display to the DVI and one display to the VGA on the DVI-I dongle ? that I will have to use the S-Video if I want to use the DVI?

I want to be able to watch TV on my 32? LCD (Viewsonic) and work on my computer using my 19? Flat panel (Hanns-G). Currently, I have the 19? connected via DVI and the 32? connected via S-Video out to HDTV (YPrPb) (This is the way the manual says to set up DFP Display + HDTV). I?m not extremely impressed with the TV picture on the 32? with this setup ? it?s definitely not as good as the connections pre-HTPC (S-Video from STB). I?m just wondering if connecting the 32? with a DVI to HDMI cable and the 19? with a VGA cable wouldn?t work better (if I can get the VGA connection working).
