AIW Radeon 8500/128 OEM vs retail

Has anyone had any experience with the ATI AIW Radeon 8500/128?
I can get an OEM card for a really nice price, but I'm afraid of the card being underclocked as OEM cards tend to be.
If the OEM cards DO come underclocked, is there a way to change the default clock speed?

Does anyone have any numbers about clock speeds for this card?

AIW 8500 128 clock speed 275/275, Unless ATI has changed with this card(don't think so), ALL AIW cards are physically the same card, OEM or Retail, the only difference is the software/package(unlike the other ATI cards). You can change the clockspeed by using a tweaker like powerstrip or Rage3D tweak, or by editing/flashing the bios.
 
i've been trying to look for a source online that told me this for an hour but have not been able to find one.

(supposedly the card i can get comes with everything. just no retail box)
 
I've purchased 3 OEM AIW cards from Newegg, (not an AIW 8500 128 though) and a retail AIW and a Retail VIVO from Buy.com in the last 2 years. The OEM cards came in a white box and included everything except the bonus software (Merlin VR, Mediator, Video Studio) no games and have a shorter warranty. They are clocked the same, and have the same ram as the retail cards, the exact same cards.
