aiw 9600 pro tv noise

I can't seem to get rid of all the noise I'm getting while watching tv on my aiw 9600 pro. I'm almost positive that I have all the settings right and the signal is plenty strong. Anyone know what the cause may be or how I can determine the cause?

Can you describe the problem more fully? This is extremely vague.

What kind of 'noise'? Video? Audio? Both? Does it looks like static/snow, or is the picture distorted in some way?

What kind of connection? What are you watching (antenna, direct cable connection, through a cable box, through a VCR, etc.)?
 
A big part of TV image quality from internal cards is the quality of the power supply to the card. Cheap and/or weak PSU can spoil it bigtime.
 
I don't think it's static/snow. How can I ascertain whether or not it's static/snow?
It's really fuzzy with good audio for some channels and unwatchable with all the colors blended together and barely discernable audio for other channels.
I've got direct cable and a plenty powerful psu. I don't think it's the psu because everything else (movies, video streams, cs source etc.) run perfectly.
