Air Raid Siren going off

There is the same sort of thing here. I didn't know what it was the first 10 times I heard it go off. It is for the fire department, although I'm not sure exactly what for.

It goes off fairly often. Sometimes they just crank on the fucking thing for 30 seconds, other times it's a few quick blasts.

I think it's a north east thing, happens in Jersey too.

not too often in the town where I live currently, but they used to go off at least once/week in my old town.

I live about 1-1/2 miles from the local volunteer fire department. Their siren goes off every Friday at noon. (I also live less than a mile from the closest city fire station, so I occasionally hear them when they go out on calls)
