Air Cooled Peltier

I read somewhere that you can reliably get a cpu at 0 C, air cooled w/ a peltier safely if you take a bunch of steps at insulating. Has anyone else seen this article?
 
it's a lot of work to get an air cooling setup to dissipate enough watts
also the insulation is not to make it more effective it's just to reduce the amount of condensation when you drop below ambient
yur better off with a water cooling setup if your going to use pelts unless you only install something like an 80 or 120 watt pelt with the best heatsink and most powerfull fan you can find and even then 0c is probably not going to happen unless you got a conservative oc
