Air conditioning unit broken, looking for advice plz help!!

Hi, I live in the D.C Metro area. Moved into my new place last Sep. My townhouse has 3 levels, ground, 1st and 2nd level. Last week it started to get hot and I notice the AC is only working on the 2nd level, but not the ground and 1st level. I was told my house uses 2 AC units. I went out and looked at the 2 units and found the fan of unit labled as "Heat, pump" is working fun, but the the fan of the "air conditioner" unit is not moving. But I can hear the sound of the motor running so I assume it gets power. I tried to move the fan, but it was STOCK.

Any idea what might be wrong?
How much would it cost (approx.) to find a specialist to come and have it fixed?

Call an HVAC company. There's a lot of complicated parts in a home A/C unit, and lots of refrigerant.
