im currently usin the h100i corsair water cooling system, and my fans on the radiator are going 3 times the speed of the chassis fans.
when i try to fix it in ASUS fan xpert 3 the minimun amount for the fans are 2331 rpm.
its so loud i can hear it through my soundproof headphones.

The H100i, like most AIO's is designed to have the AIO unit control your radiator fan speed. Do you have your radiator fans plugged into the AIO or into headers on the motherboard.

XavierMace has a good point. But there's even more to it. Here's how the H100i is supposed to work.

1. You plug the fans on its radiator into the pump unit of the system, NOT somewhere else.
2. You plug the pump unit's fan cable into the m0obo's CPU_FAN header.
3. You plug the power supply cable from the pump unit into a SATA power output from the PSU.
4. You connect another cable from the pump unit to a mobo USB2 header for communication.
5. You download and install Corsair's Corsair Link software. This takes over all control of the H100i system. It is NOT under control of the mobo CPU_FAN header, and you can NOT control it using third-party software. If you want to know what its pump and fans are doing, use Corsair Link.

Have you done ALL of that? What you describe suggests not.
