apparently 40% of the sexually active population in Botswana has AIDS. Why doesn't the government there push the idea of monogamous, exclusive marriages there?

Why should the government control what you do in your own time?

Gosh, I love it when the president decides to give away another $15 billion dollars.

Not saying that it is not a worthy cause, but perhaps we should not merely be throwing money at this.

What else is there to do? For the most part I would agree with you, we do give away way too much. When it comes down to saving a country, and really an entire continent, from killing themselves then I have less of a problem with it. 1 in 5 people is absolutely absurd, hopefully whatever contributions with give will help.

Well.....lack of funding....lack of means to convey education on AIDS.....social barriers......most of the African governments are so corrupt that they don't give a sh*t......etc.
