Question AI possibilities with DX12 Ultimate graphics cards

With the impending flood of mined/used graphics cards upon us, what's the best way to get these graphics cards to do something useful, like machine learning to do our daily menial computing tasks for us (repetitive Excel work etc.)? Sifting through hundreds of pages of forum posts to find the really good ones would be another.

Any easy to use libraries or software that anyone may know of?
