I have a friend who will make a bullshit comment in response to anything anybody buys. You paid $35 for a DVD writer? Oh you got scammed. I only paid $25 for mine. You should only shop with me just so you don't get scammed like that in the future.

What's my point? Some people are just retarded. They have absolutely no idea how to talk to people without being dicks. Some like football, some like computers, but they're all the same garbage.

I don't feel these people are dicks at all though. I just can't stand their personality type. It's a mix of Type A personality, excessively friendly, and overly ignorant. They usually don't come across as dicks at all so much as friendly idiots who can't help keep embarrassing themselves, only they never feel embarrassed and don't notice any of the things they are saying sound ignorant.

I don't see why it bothers you so much. I mean, really, how else are they suppose to figure out how to park in Italy? At least, they ask instead of getting a ticket then arguing, "well, I park like this in America all the time."

It's really a completely innocent question, and there's no reason to get worked up about it. In your ideal world, do you prefer that no one ever asks a stranger question for fear of sounding ignorant?

It's possible they are in a state of hypomania. In simple terms, hypomania is when people act as if they are on low doses of cocaine or amphetamine. Someone like Kramer from the show Seinfeld would fit that description. Generally happy, outgoing, talkative, and say whatever is on their mind, even if it's a bit weird or personal.

A lot of old people also say things without thinking, but that is more related to having low levels of acetylcholine in the brain. Simply put: the brain is broken. People with this problem say things like "does that black boy still work here" (the person is not racist, but the question is horribly worded), or in your example "how do Italians park?". Not to imply that Italians are retards who park a weird way, but it's a real question that is horribly worded.
