Not to my knowledge, not by me "GORDON" not even after emptying my whole MP5 clips and nades etc, in the first HL game anyways. LINK? to his GRAVE?
 
In Half-Life 2, shooting any of the NPCs will have no effect. The bullets will just travel through them as though they were not there (at least I'm pretty sure that's what happened when I tried it). There is a mod available that lets you shoot them.
