How the heck can I confirm what my AGP card runs at...

It's a matrox g400 and g450.. i know the g400, some are 3.3 and some are 1.5 what about the 450 ?

The Matrox G450 cards should be 1.5Volts.

If the card will do 4x AGP it's supposedly 1.5volt.
