AGP graphics for video decoding

Further to my query regarding AGP cards, I wonder if this Radeon HD 4650 is the best deal I'm going to find for H.264 video processing?

As I previously noted, I'm interested in a modern gpu to enable a legacy system to play 720 and ideally even 1080 HD video content. $61 after rebate makes the whole idea rather less attractive, especially since I could probably pick up a relatively modern motherboard and Athlon II combo at Micro Centre for a similar amount.

I suppose this is the clincher: does anyone know if modern Catalyst drivers enable gpu-acceleration of AGP HD 4650s in Flash Player 10.1? If it can't accelerate H.264-encoded Flash, then the AGP-upgrade plan is fatally flawed.
