AGP bus speed and GF3 Ti200 Overclocking?

My system:

P3 700@933
PNY GF3 Ti200 (stable at 200/485) using 21.83 drivers
512mb PC133
WinXP Pro

It seems like everyone but me can overclock their PNY Ti200 to Ti500 levels (240/560), and my card appears to be manufactured about the same time as others who cards can O/C this high. Because of my older BX motherboard, my AGP bus speed is 89mhz (133 FSB with 2/3 AGP divider). The card runs great so far.

Is it possible the high AGP bus speed is limiting the amount of overclocking I am getting?

Also, I am using the 21.83 drivers. Are there better ones to use for games like MOH, RTCW, etc. (like 22.50,23.12, etc.)??

Well, my I/O voltage was reading at 3.3v when I went into the BIOS. I upped it to 3.5v, but it doesnt seem to help much. If I O/C it to 200/500 the game is certainly playable as it never locks up. I can see the artifacts and anomalies on flashing on the screen, however.

I doubt raising my I/O voltage more would help at all. Any other suggestions or have I just maxed out my card?
