AGP 8X keeps resetting to "Off"

I am trying to get my friend's PowerColor Radeon 9600SE to work at AGP 8X, but SMARTGART keeps resetting it and Fast Write to the "Off" position. I have updated the BIOS and video card drivers, but to no avail. Everytime I set it to AGP 8X and restart the computer, it resets to Off. Any help?

ASUS P4P800-SE
P4 2.4GHz Prescott
KingMax 512mb DDR400
Seagate 40GB 7200rpm
PowerColor Radeon 9600SE
Sound Blaster Audigy LS
WinXP
 
There was a problem like this many times before except it would always set it to 1x AGP. I quite honestly can't remember the fix for it. But if you search "AGP 1x" you might find it. My initial thought would be to update your chipset drivers (mobo).
