AGP 4X video cards

I was wondering if a video card say 4x/8X if it is still backwards compatiable... I looked around and couldn't find a true answer to this...

If it says 4x/8x then it`ll run in 4x/8x slots only. Something to do with the voltages of the AGP Slot itself.
 
But...if its Universal it can run in all of them. Check if it supports, 3.3v, if it does then it supports 2x.

AGP 2x (512MB/s): 3.3v
AGP 4x (1024MB/s): 1.5v
AGP 8x (2048MB/s): 0.8v
