AGP 2x and AGP 4x is there major performance difference?

Im running Radeon 32DDR (225/205 core/mem) on my BH6 as AGP2x. am i losing much performance since its only AGP 2x? And for those heat sinks on rams, do they really do anything at all? thanx ya'll
