AG NEOVO LCD's and response times

I'm looking at purchasing the AG Neovo E-19A LCD monitor (http://www.neovo-usa.com/products/E-19A.htm)

In the specs, it says that the response time is "15ms/10ms (typical)". Is that possible? I thought that the fastest response time for LCD monitors was 16ms. Is this "15ms/10ms" response time accurate or is it a marketing ploy? 🙂

That is the rise/fall for a single black-white transition, so 25ms total. Other transitions can be much slower.
