Afterburner issue with MSI GTX570 pe/oc, won't downclock while idle.

When I overclock my MSI GTX570 twin frozr III pe/oc it stays at the 915 core I got to with +93 on the core volts.. Is there something I'm missing that isn't allowing it to downclock to the normal 50mhz core and 67mhz memory when it is idle? Most people that overclock this card seem to not even mess with memory OC'ing should I leave it or oc the memory as well as the core? If any of you have the same card what volts and oc are you stable at?
 
Yes when I uninstall afterburner and what not gpu-z shows it downclocking like it should. And no I'm only running one monitor at 1920x1080
