When demand is down it is cheaper. Also cheaper during certain parts of the year.

For us it's 11pm - 6am, but that's upstate NY, CA could be very different.

For us (Sacramento, CA) it's 7pm I think.

Electricity would be cheaper during certain times of the day because usage differs during different times of the day... electricity is more expensive during "peak" times (Morning)
