After Clean install win 98 does not see cdrom

After Clean install win 98 does not see cdrom, In system it does see hard drive controller primary and secondary IDE as exclamation and Code 10. It load Intel controller. if I load Dos driver for cdrom , it will see it but will not autorun and change the Cd files when a new cd rom put in? I have to restart for it to see the new cd.
 
I assume this drive was working before you reinstalled. I would unplug the drive. Reboot. Plug the drive back in. Reboot. Maybe that would work.

It does it on all installs from laptop to desktop. It use to work when I install the system from clean.
