Recently, I added 4GB of ram to my PC - making a total of 8GB. Now, when I press the power button - the computer doesn't always start (about 50/50).

The symptoms are odd: the power and dvd lights go on, but the monitor stays black and the hard drive doesn't spin up.

I'm wondering if this is a power issue and I need a bigger PS. Here are the specs:

Core 2 DUO, 3Ghz
8GB RAM
Intel DG33FB Motherboard
ATI Radeon 3870 Video Card
500 Watt PS

Can you manually adjust the Vdimm on that board? If so, try bumping it up a touch(.05-.1V)

Intel Board DG33FB Memory...

* The board has four DIMM sockets and supports the following memory features: 1.8 V (only) DDR2 SDRAM DIMMs with gold-plated contacts
* 8 GB maximum total system memory using DDR2 667 or DDR2 800 DIMMs
* DDR2 667 SIMMs with SPD timings of only 5-5-5 (tCL-tRCD-tRP)
DDR2 800 SIMMs with SPD timings of only 5-5-5 or 6-6-6 (tCL-tRCD-tRP)
* To be fully compliant with all applicable DDR SDRAM memory specifications, the board should be populated with DIMMs that support the Serial Presence Detect (SPD) data structure. This allows the BIOS to read the SPD data and program the chipset to accurately configure memory settings for optimum performance. If non-SPD memory is installed, the BIOS will attempt to correctly configure the memory settings, but performance and reliability may be impacted or the DIMMs may not function under the determined frequency.

Are you cool on these specs?

Have you tried reseating all the DIMMs, to make sure they are snapped in snug?

Could be a bad memory stick too. Maybe try booting the computer with just 1 of the new sticks installed, see if it hiccups.

If your board will let you try boosting the Northbridge voltage ever so slightly. You may also find yourself having to dial the memory speed back a notch. Even though these boards have 4 dimm slots they aren't really optimized for 4 dimms and as such need some fine tuning to work correctly. I had to do this to get my 4 dimms working correctly in my P5Q. That is corsair ram so go to Corsairs forums and describe what is happening. The corsair guys will be able to give you more exact instructions on what you should do to correct your problem. It is doable but there are some settings you will need to change in your bios to make it work correctly and Corsair can help you with those.
