After a XP loads, desktop icons don't appear

Whenever I restart or turn on the computer, the welcome screen in XP stays on for a very long time. Then it procedes to log me in under the only account. But after that wait, there are no icons for another period of time. Not only do the icons not appear, but the system kind of jams when i try to access the start menu. Any clues as to why?
 
My system specs are:

Athlon 1G
Abit KT7
384 megs of Ram
15gb HD (75gxp)
AIW Radeon

Other than that, I don't know what you'd want. I tried using just the regular logon screen, but that doesn't fix the icon's delay at startup
