I am gonna have to say, not possible. It would require a bigger gauge than any house wiring, even the 330 is not enough to feed that much power in 10min.

It sounds like they might be talking about special 220V sources, that you'd find at participating gas stations, that kind of thing.

"Charge-on-the-run" sounds like you might juice a bank of capacitors in the car super quickly, and then the car uses that to charge the battery at a more reasonable rate. Just a guess. Capacitors can't hold very much energy, unless they've got some bizarre new ones in there.
