Aero Cool Extreme?

I just went down to my local Frys store to buy a new heatsink and fan because the current fan and heatsink I'm using, which was was included with with the CPU from Intel, gets extremely loud when it heats up in here. I asked the rep at Frys for their most quiet, effective heatsink and fan setup for under $40, and he recommended an Aero Cool Extreme fan. This is for an Intel P4 socket 478 CPU. Has anybody ever heard of or had experience with these heat sinks and fans? I would like to know if it is worth keeping. If not, I plan to venture back out and make an exchange for any recommended solutions that you guys have to offer. Thanks.
