Advice on which card

I have a P4 at 2.4Ghz with 512ram. I presently have a ATI Rage128 PRO on AGP 4X. I just got a Xpress video capture PCI card (Conexant 2388x Video Capture). What I want to do is capture some video from VCR and also have TV Svideo out to display pictures and show captured video on TV and computer.

If I get a card with TV out can I run VGA and Svideo at the same time?
How long can a Svideo cable be? They sell some 25 feet long.
I never play high speed games.
I think my motherboard only goes to 4X AGP.
I don't need to watch TV on the computer (TV Tunner).
Should I buy a video card with video capture built in and scrap the cheap Xpert video capture PCI card or is this card good enough for the purpose? I think $150 should buy what I need If I can find "what" I need. Any help on this would be appreciated.

[How long can a Svideo cable be? They sell some 25 feet long.]: They can be as long as they want but if you want clean video your best bet is to keep it as short as possible.

As long as the Xpert/Xpress? video capture card has the connections I wouldn't worry about it. However if you decide you do want a TV tuner, the ATI All-In-Wonder 9600 w/ remote is ~$150 and is an excellent deal.
