Advice on PCIe Video Capture Cards

This isn't my area of expertise so I'd like some suggestions for PCIe video capture cards that have the capability of capturing either video or individual screenshots output from another PC (the card will be installed on the machine in my sig). In particular, I want to be able to capture UEFI and BIOS screen output. I've looked at the AVerMedia C127 and the StarTech PEXHDCAP, which are both within my maximum budget ($150.00), but only the AVerMedia card specifically states PC to PC capture ability. I run TechSmith Snagit v11.2.1 so I believe I'm good in the software department but I have no experience with this type of hardware, thus I don't know what I actually need or is best suited for my intended purpose. I'd appreciate your feedback.
