Advice on buying new LCD

I've thought about buying a new 18-19' LCD monitor, but am unsure to what brands are good. My 21' CRT from 1998 isn't looking so vibrant these days..and I need a new monitor. Also, this is an odd question, but how is the screen size of an LCD measured? Is it measured diagnal like TV's? I'd heard somewhere that a 19' LCD had about the same screensize as a 21' CRT.

I am not sure what brands are good, but take a look at the specs of the LCD monitor...generally, get the one that has the high contrast ratio (400:1 is good), and Highest brightness

LCD is almost measure diagonally, however, it measure the viewable area...
so a 15" LCD has a 15" of viewable area, comparable to a 17" CRT monitor
