Advice on build to replace old P4 rig

I have an older P4 rig I am looking to replace. I haven't been keeping up with the current hardware and last time I even looked at building the core 2 duos weren't released yet. The rig will primarily be an all around rig. Mainly it will be used for surfing the web, mp3 playback, and the occasional movie. I do game occasionally though so I would like to be able to run current games and even some future games at decent rates but I don't need to be able to max the eye candy. I am US based and would prefer to stick to Intel. I don't plan to overclock but I like to leave the option open. I am also debating on dual booting XP and Vista since I can probably get them really cheap through the university.

I have an older 21inch CRT, mouse, keyboard and speakers. The only thing I see me using from my current rig is the Audigy 2 ZS and maybe some of the hard drives which are a mixture of IDE and SATA. I just picked up the Cooler Master 690 recently so I also have a case.

BUDGET: Max $1000
NEED
CPU: Intel based
MOBO: min 4 Sata and possibly 2 IDE
MEMORY: 2gigs possibly 4gig for Vista
PSU: case is a bottom mount CM 690

Any suggestions or opinions would be appreciated.
 
I just went through this... my budget was under $1000. I got a bunch of help and this is what I ended up getting:

This came out to $650 after rebates. You'll have more room to work with. Get something more than the motherboard I got to account for all your harddrives, you can spend more on the processor, and upgrade your video card.
