Question Advice on Budget Build

Hello there! Thanks for taking your time reading this post.

The intended usage of the PC are:
  • Usage of Photoshop, Illustrator, and Premiere
  • Minecraft Streaming at 1080p @ 60fps
  • Workstation (Word, PowerPoints, Excel)
  • Computer Programming (Java, HTML, CSS, JavaScript, PHP, and similar languages)

I intend on purchasing some of the cheaper parts that are on sale in a week or two. Other components at their stable price will be purchased in a month or two. My intended budget is somewhere under $900 preferably. I don't intend on overclocking. I reside in the US. Let me know if you have any questions. Thanks!

There isn't much reason to go with Ryzen 1700 this late in it's life (especially at $170).

Also, it's really not a good idea to buy parts and let them sit around untested. Doing it this way will eliminate your option to exchange it with the retailer if a part is defective, and instead force you to go through the manufacturer's RMA channel (which is much slower).
