Advice for Special Needs Computer

It will need to run two programs per user.

One program will read the memory of the other program every so often. The program whose memory is being read will be nearly a Gig in size.

I'd like to spend as low as $500 but will go as high as around $900 if it's much better at the task.

I'm in the U.S.A.

I have no need for other than basic graphics. (no gaming)
Quick mechanical hard drive. (doesn't need much space)
Not looking for much of a power supply.

I may get a very cheap case at Fry's or use an old one I already have.
Also, I may not need a CD or DVD because I think I could use one from an older computer.

I didn't want to have to spend money on an extra cooler, so I may not overclock. If I do overclock, I would want to overclock with the default voltages.

Resolution is not important.

I plan to build it now.

I want it to be a Quad Core.
I want 8 or more Gig of Ram. (multiple users up to about 85% usage)( 64 bit operating system)

Here are a few of my current wondermets.

Would a memory controller that communicates directly with the CPU (no bus) help quite a lot?

Would ddr3 help a lot in this scenario?

Will the most important thing be the CPU and not the things in the first 2 wonderments above?

Is the CPU's speed more important or it's efficiency? ( besides reading in the other programs memory there is only basic duties involved while looking through the memory read.)

Mostly the help I'm looking for is about the CHIPSET, CPU and Memory.

I think I would go from $500 to $ 900 if it were twice as quick at getting through each "memory read in and then assess" loop.
