In all seriousness, you should not be a 'computer guru' for someone you so obviously despise. Even worse if your actually doing the upgrade for this guy. I am assuming this may be the case as by your description, he may not even be able to install a vid card.

You really want the hassel of being this guy's tech support and getting the blame everytime he downloads a virus, develops a network issue or his fans get clogged with dust? I hesitate building a system or even giving specific upgrade advice to people I actually like for this very reason.

I usually steer people who arn't too computer savy towards a few things within their price range, tell them what to avoid and then tell them to use a search engine and do their own research. If your too lazy to even check a few posts and fall for flashy colors like a chimp attracted to a pile of fruit, you pretty much deserve a 8500GT with a big Turbo Charged label on the box.

Step one, print chart from toms hardware...
http://www23.tomshardware.com/...0&model2=708&chart=318
Step two, put prices on a few cards (circle/highlight them)...
Step three, give him the chart and tell him "choose".

You will probably want to insert a few new cards in there too... but they are probably above his budged.

PS. Bemoth raises excellent points... Just because you are married to his sister doesn't mean you have to give him free tech support and then put up with him bitching at you because the video card you gave him made him catch a virus (and not, you know, opening the email attachment titled "hotporn.exe" or "familypictures.jpg.exe")

X800 XL would actually not be too bad of a card. Its right around X1650 PRO, performance wise.

But if you should decide that buying is better, this is probably the best overall performing card under $100 right now:
